Work Description

Deschutes County is currently accepting applications for a Senior Planner. This position is responsible for developing clear, useful, well-founded summaries, conclusions, and recommendations for land use based on the application of modern analytical methods used in the field of urban or community and regional planning. Incumbent will carry out highly sophisticated and detailed technical research and analysis assignments, lead and assist in the development of the County’s comprehensive plan, and contribute to complex and special planning projects. Duties include conducting research and developing recommendations for new and revised zoning and land use ordinances; preparing legal findings to support proposals before the Board of County Commissioners and Hearings Officers; attending meetings and public hearings with elected officials, commissions and public groups to present staff reports or facilitate public involvement in land use planning and policy decisions; obtaining, organizing, analyzing and interpreting data and information related to land use policy, development proposals, population, housing, natural resources and socio-economic conditions; preparing charts, graphics, tables, and written reports containing descriptive, analytical, and evaluative content according to the needs of the project; leading and participating in large planning projects; engaging the public on issues, projects, and questions regarding land use, development, natural resources, and zoning; preparing grant application proposals; and administering and maintaining grant-funded projects and records.


Bachelor’s degree in planning, economics, or a related field that includes coursework related to statistical analysis and five years of experience in current urban or community planning.

Computer literacy with strong typing and computer skills is required.

Preference will be giving for:
•Master’s degree in planning or a related field and three years of experience with city, county, or regional planning organization.

Must have knowledge of the following:
•A broad understanding of the factors that influence urban and community development.
•Principles and practices of urban or community planning and development, and planning administration.
•Mathematical and statistical analytical methods and techniques applied to planning.
•Human relations skills to deal positively and effectively with customers, to implement policy, and to prepare formal presentations for a variety of groups and individuals.

Must have a demonstrated ability to:
•Conduct highly involved qualitative and quantitative analysis of the factors that influence urban and community development.
•Perform research, compile information, conduct analysis, and compose comprehensive and detailed administrative and community planning reports/presentations.
•Organize the work of a small team in a manner that produces timely closure to projects or assignments.
•Communicate complex ideas and information concerning economic and environmental change effectively both verbally and in writing to a variety of sophisticated and lay audiences.
•Maintain a professional manner and harmonious relationships with community groups, officials, other county departments and the general public.
