This position evaluates building permit applications for compliance with zoning and development regulations; communicates with applicants and staff members from other departments; explains the County’s land use program and development regulations to the public.
MFA: Building Permits
Essential Duties:•Review building permit applications for compliance with zoning regulations and other applicable land use requirements and procedures.
•Determine legal parcel status by researching deed history.
•Evaluate proposed construction, using site plans, floor plans and written descriptions, for compliance with applicable land use regulations.
•Coordinate review with other departments and agencies.
•Lead team discussions on problematic permits to reach consensus on department’s position.
MFA: Public Assistance
Essential Duties:•Provides technical assistance to the public regarding development issues pertaining to their property and inquiries from the public regarding policies and procedures, fees, status, zoning/ development code questions and County’s land use regulations.
•Research and analyze information an data related to land use, permit, and deed history of a property, and the mapped natural hazards and environmental constraints.
•Develop and manage the department’s information resources, eg. updating and improving maps, forms, brochures and updating information on the department’s website.
MFA: Land Use Applications
Essential Duties:•Review and approve applications by ensuring zoning regulation compliance; includes findings and recommended decisions for land use applications.
•Coordinate with other departments and agencies, including leading group discussions.
•Conduct research such as determining legal parcel status, mapped constraints, applicable laws, and other relevant information.
•Evaluate proposal relative to land use code criteria and standards, write findings and recommendation for decision by Planning Official; prepare official decision documents.
Other duties as assigned
•Associate’s degree or two year technical degree in Urban Planning, Architecture, Construction Management, or other related field
•Minimum 4 years of experience in plans review, zoning administration, building code, survey or other related fields
An equivalent combination of education and experience may be accepted, but applicant must have at least 6 months of actual work experience.
Preferred Qualifications: •Knowledge of GIS. Knowledge of Oregon’s land use planning system
•Experience applying standards to the review of an application.
