Located 13 miles north of downtown Seattle along the Interstate 5 corridor, Mountlake Terrace, Washington, is a progressive, revitalizing community in the midst of transitioning to a full service pedestrian-oriented urban city with a range of both public and private economic development opportunities steeped in a strong sense of community livability. 21,000 people and more than 7,000 jobs are located within the four square mile city. The city itself is surrounded by the natural beauty of stately evergreen trees and has ample parks, Lake Ballinger and beautiful mountain views.

The Community & Economic Development Department’s services include long-range and current planning, building/electrical/fire plan review/inspection, land use entitlements, civil plan review, building code and land use enforcement, and GIS. An effective Comprehensive Plan and subarea plans, as well as a Sustainability Strategy are in place. Most of the city’s development regulations have been updated in recent years using a form-based code approach.

The Community & Economic Development Director operates under the direction of the City Manager and oversees the city’s planning and development services, provides policy direction, and provides leadership on transportation, economic development, land use, and many other issues. The Director also coordinates with other city departments, as well as various regional and local organizations, to provide similar types of leadership. The Director oversees 8.1 FTE’s and manages a 2017 budget of $1,014,287.


A bachelor’s degree in urban planning or a similar field and at least seven years of relevant planning and management experience are required. A graduate degree in urban planning or a related field is preferred, and may be substituted for two years of experience. AICP certification is preferred. Candidates may possess any combination of relevant education and experience that demonstrates their ability to perform the essential duties and responsibilities.
